As for the design itself, if you are wondering how good it is, check the following points:
Does your site work in Internet Explorer, Firefox and Chrome?
Firefox is rapidly becoming the browser of choice, and Google's Chrome is also starting to be popular. If your site only works in Internet Explorer (and many of them do) you're restricting your audience significantly.
Is the purpose of your site immediately clear to the visitor?
Whatever the experience you hope to deliver to the visitor, it should be clear immediately they land on your page.
Is the site easy to navigate?
Your visitor should be able to see from the home page exactly where they need to go to get the information that they need. They should not have to click on 'mystery meat' navigation icons. ('Mystery meat' describes icons or buttons whose function is not clear until you hover over them or click on them.)
Is your site relevant and unique?
Many sites use content that is virtually identical to other, similar sites. If you want to get traffic, you need to work at it. And that includes writing original content and using original photographs.
Finally, the 3 deadly sins:
Does it use frames?
Does it have music?
Does it have cute, animated graphics?
If you answered "yes" to any of those three - get rid of your designer! Because he isn't one - he's a comedian.
